Recently, the People's Government of Zhengzhou Municipality issued the General Plan for Zhengzhou to Accelerate Urban Internationalization and Enhance Competitiveness, which clarified specific tasks and plans.

The General Plan further clarifies the goals of urban internationalization: building modern industrial systems, improving urban development momentum, optimizing the business environment, and improving urban quality.

《规划》从现代产业体系构建、城市发展动力提升、营商环境优化、城市品质提升等方面进一步明确了城市国际化建设发展目标。

*Construction of a modern industrial system will be completed.

By 2025, industrial added value will account for 30% of the city's GRP, and strategic emerging industries will account for 40% of the city's industries. Looking forward to 2035, Zhengzhou will build a global advanced manufacturing base and an important international financial, trade and logistics center.

到2025年，工业增加值占全市地区生产总值比重达到30％，战略性新兴产业占全市工业的比重达到40％。展望2035年，建成全球先进制造业基地和国际重要的金融商贸物流中心。

*Consumption zone clusters will be developed.

By 2025, the total retail sales of consumer goods will reach 700 billion yuan. In addition, Zhengzhou is expected to build 3 to 5 national-level commercial districts and hold 2 to 3 international consumer events. Looking forward to 2035, Zhengzhou will be built into an internationally renowned and domestically leading consumption center.

到2025年，社会消费品零售总额达到7000亿元，打造3~5个国家级商业街区，举办2-3个国际性消费活动。展望2035年，将郑州建设成为国际知名、国内领先的消费中心城市。

*The driving force behind city development will be significantly improved.

*城市发展动力大幅提升

By 2025, there will be 1,800 R&D platforms at the provincial level or above, and the city's total number of professional and technical high-level workers will reach 1.18 million. Looking forward to 2035, the talent development and entrepreneurship platform will be improved, and the success rate of applying scientific research results will reach China's advanced level.

到2025年，省级以上研发平台达到1800个，全市专业技术人才总量达到118万人。展望2035年，人才发展和创业平台完善，科研成果转化成功率进入全国先进行列。

*The integrated hub and opening-up functions will be significantly improved.

*综合枢纽与开放功能显著提高

By 2025, air passenger transport capacity will be increased to 45 million passengers per year, the international and domestic flight routes will serve 220 cities with up to 220 flights. In addition, total highway network mileage will exceed 800 kilometers and the number of annual China-Europe Express trains departing from Zhengzhou will be increased to more than 3,000. Looking forward to 2035, Zhengzhou will be built into a modern, three-dimensional, and comprehensive international transportation hub and an opening-up gate, with air cargo and passenger throughput at the forefront of the world.

到2025年，将航空客运保障能力提升至4500每年万人次，国际国内航班线路可通达城市达到220个，航线班次数量达到220条；高速公路网总里程突破800公里；保障中欧班列（郑州）年通行班次达到3000班次以上。展望2035年，将郑州打造成国际性现代化立体综合交通枢纽和开放门户，航空货运、客运吞吐量进入全球前列。

By 2025, Zhengzhou will have about 35 international sister cities. Looking forward to 2035, Zhengzhou will become one of China's core cities for culture, exhibitions and shopping, becoming influential in international economic and cultural exchanges.

到2025年，国际友好城市达到35个左右。展望2035年，郑州市成为中国文化、会展与消费的核心城市之一，具有较高的国际经济与文化交往影响力。

*The international business environment continues to improve.

*国际营商环境持续优化

By 2025, Zhengzhou will become a friendly city with a sound environment for innovation and entrepreneurship, considerate services for industrial talent, adequate government services, a unified and open market, and excellent legal services. Looking forward to 2035, Zhengzhou will become an open international city with a sound business environment and a complete financial supervision and opening system.

到2025年，基本建成创新创业便利、产业人才服务贴心、政务服务到位、市场统一开放、法治服务优良的友好型城市。展望2035年，郑州市基本建成营商环境优良，金融监管与开放体系完善的国际化开放城市。

*More ecological and livable

*城市生态宜居品质提升

By 2025, the demonstration zone for ecological protection and high-quality development in the Yellow River Basin will be largely completed and the percentage of green space within urban built-up areas will reach 42.5%, achieving the goal of having green scenery every 300 meters and parks every 500 meters. Looking forward to 2035, the ecological environment quality of Zhengzhou's metropolitan area will match the world's developed level, and the green and low-carbon production and life will become popular.

到2025年，黄河流域生态保护和高质量发展示范区基本建成，城市建成区绿化覆盖率达到42.5％，实现“300米见绿、500米见园”。展望2035年，郑州都市圈生态环境质量达到世界发达水平，绿色低碳生产生活方式普及。

Eight key tasks

The General Plan further clarifies the key tasks of Zhengzhou's internationalization during the 14^th Five-Year Plan period: putting effort into building industrial platforms, improving consumption capability, cultivating innovation ecosystem, attracting high-end talent, expanding hub portals, building cultural centers, optimizing the business environment, and creating a livable green city, so as to continuously enhance the city's international competitiveness. At the same time, it makes clear that by 2035, Zhengzhou will become the core of China's reform and opening up, a leading city in industry and innovation, and a livable space for culture and people.

《规划》进一步明确了“十四五”时期郑州国际化建设重点任务，要着力于打造产业平台，提升消费能级，培育创新生态，汇聚高端人才，扩大枢纽门户，建设文化中心，优化营商环境，塑造宜居绿城，不断提升城市的国际竞争力。同时明确，到2035年，成为全国改革开放的核心高地、产业与创新的领先城市、文化与生活的宜居空间。
