Recently, the "Walking through Henan·Understanding China" 2024 Global Travel Business Conference was held in Zhengzhou. Taking this opportunity, Zhengzhou introduced a first set of tourism policies supporting inbound foreign tourists visiting Zhengzhou, to enhance Zhengzhou's international influence and accelerate its construction into a city strong in cultural tourism.
近日，“行走河南·读懂中国”2024全球旅行商大会在郑州召开。为进一步促进外籍人员来郑旅游便利化发展，提高郑州国际影响力，加快推动郑州文旅强市建设，郑州市宣介入境游首站城市配套政策。
Inbound tourists
入境游客
For travel agencies that arrange for inbound tourists to stay for two or more consecutive nights (including two nights, hereafter the same) in Zhengzhou, with at least one night in a downtown hotel, and visit at least one 4A-level or 5A-level scenic spot with an entry fee in Zhengzhou (including one, hereafter the same), if the annual total number of inbound tourists exceeds 2,000 (including 2,000, hereafter the same), a bonus of 20 yuan per person per day shall be awarded for each additional tourist. If the number exceeds 10,000, the bonus will increase to 35 yuan per person per day for each additional tourist.
凡住宿2晚以上(含2晚,下同)，其中在中心城区酒店至少住宿1晚,并游览郑州市1个以上4A级或5A级收费景区(含1个,下同),年度合计2000人次(含2000人次，下同)以上,每超出1人给予每人天20元人民币奖励;10000人次以上的,每超出一人给予每人天35元人民币奖励。
Additionally, if the total number of inbound tourists increases compared to the previous year, a bonus of 20 yuan per person per visit shall be awarded based on the actual increase. The maximum annual bonus for each enterprise shall not exceed 100,000 yuan.
同时，接待入境旅游者总量较上年度实现增长的,实际增长人数分别按每人次20元人民币标准给予奖励。每家企业每年最高奖励不超过10万元。
For travel agencies hosting day-trip tourists in Zhengzhou who stay at least one night in a downtown hotel and visit at least one 4A-level or two 3A-level paid scenic spots, they will be eligible for a bonus of 10 yuan per person per day for each additional tourist if the annual total number of tourists exceeds 4,000. The maximum annual bonus for each enterprise shall not exceed 100,000 yuan.
凡接待来郑的一日游旅游者,在中心城区酒店住宿1晚以上,并游览郑州市1个以上收费4A级或2个以上3A级景区,年度合计超过4000人次,每超出1人给予每人天10元人民币奖励。每家企业每年最高奖励不超过10万元。
Inbound tours by charter flights
入境游包机For foreign flights (including those from Hong Kong, Macau and Taiwan) chartered to Zhengzhou, with more than 60% of seats filled and a minimum of 100 tourists, who stay for at least two nights including at least one night in a downtown hotel, and visit at least one paid scenic spot in Zhengzhou, the hosting travel agencies shall be awarded a bonus of 60,000 yuan per flight.
凡组织招徕来郑旅游的境外包机团队(含港澳台),游客上座率在60%以上且不少于100人,在郑游览1个以上收费景区并住宿2晚以上的,其中在中心城区酒店至少住宿1晚，每架次奖励地接旅行社6万元。
Inbound tours by special trains
入境游专列
For special trains organized to Zhengzhou with more than 300 tourists who stay for at least two nights, including at least one night in a downtown hotel, and visit at least two scenic spots with entry fees in Zhengzhou, the hosting travel agencies shall be awarded a bonus of 50,000 yuan per train.
凡组织招徕来郑旅游的专列团队，人数在300人以上，在郑游览2个以上收费景区并住宿2晚以上的，其中在中心城区酒店至少住宿1晚，每列次奖励地接旅行社5万元。
For special trains with more than 300 visitors, who stay for at least one night and visit at least three paid scenic spots in Zhengzhou, the hosting travel agencies shall be awarded a bonus of 50,000 yuan per train.
组织招徕来郑旅游的专列团队，人数在300人以上，在郑游览3个以上收费景区并住宿1晚以上的，每列次奖励地接旅行社5万元。
If the above conditions are met, a bonus of 25 yuan per person per day shall be awarded for each additional tourist exceeding the base number of 300 per train.
符合前述奖励条件，以每列次300人为基数，每增加1人天，则给予25元人民币奖励。
Emerging overseas tourist markets
境外新兴客源市场
Each year, Zhengzhou identifies new overseas tourist markets for focused development. Travel agencies that bring tourists from these designated markets to Zhengzhou via direct flights, and ensure the tourists to visit at least one paid scenic spot and stay for at least two nights, including at least one night in a downtown hotel, shall be eligible for a subsidy of 300 yuan per inbound seat. The cumulative annual reward for each travel agency shall not exceed 500,000 yuan.
凡在郑州市每年确定重点开拓的境外新兴客源市场，对于招徕组织该国旅游者乘坐直航航班落地郑州且在郑游览1个以上收费景区并住宿2晚以上，其中在中心城区酒店至少住宿1晚的旅行社，给予旅行社每个入境机位补贴300元/人人民币奖励，全年累计奖励金额不超过50万元。
Endeavors have also been made to improve other tourism services. To facilitate payment by international visitors, foreign credit card machines and foreign currency exchange counters at major scenic spots, hotels and other locations have been opened to provide efficient and convenient high quality payment services. Additionally, our tourism products now have been enhanced to include activities such as enjoying Henan Opera, tasting Henan cuisine, viewing cultural relics, appreciating intangible cultural heritage, learning Kung Fu and practicing Tai Chi, so as to offer visitors immersive experiences.
郑州市在重点景区、酒店等场所部署外卡POS机及外币兑换点，方便外籍游客支付，为外籍来郑人员提供更加优质、高效、便捷的支付服务，并且还在旅游产品中设置了听豫剧、品豫菜、看文物、赏非遗、学功夫、练太极等环节，丰富外国游客的体验感。
